Campquake Senate

I've been noticing that there are a lot more people on line now (in css, b/c that's what I play) who are hacking. Or cheating. And they blatantly say it to people. What's the deal with VAC not catching it?

VAC never really caught it to begin with.
The hackers are always one step ahead of VAC, and those that live by the hacks seem to not care about their account being suspended if they ever get caught.
